Biography
Professor Carroll is president of the Law Offices of Carroll & Scully, Inc., San Francisco, representing unions and workers for some 55 years. The firm also represents trustees of Taft-Hartley trusts for pension, health, apprenticeship, and other types of plans providing employee benefits.
