Hear from USF Professor Richard Callahan and USC Professor Mark Pisano in the following podcast, which analyzes local government fiscal sustainability as a common-pool resource (CPR) problem. Applying Nobel Laurette Elinor Ostrom's framework on environmental sustainability, their report compares the experiences of the Los Angeles County, San Bernardino City, and San Bernardino County, in California. The analysis applies a framework developed from three decades of CPR research to show the importance of six micro-situational variables.
