In 2003, Dr. Pamela F. Miller was recruited to establish USF’s first Office of Sponsored Projects. Prior to joining USF, Pam was a member of the graduate faculty and a research administrator at Southern Illinois University at Carbondale (1984—2000) and Director of the sponsored projects office at the University of Southern Mississippi (2000-2003). 

Pam assisted faculty and staff at these Research I institutions to obtain external funding from governmental and private agencies for their research, service, and training projects.  Her experience in working with faculty and staff spans a variety of fields including the arts and humanities, the sciences and social sciences, as well as the professions of law, business, education, and health related fields. 

Dr. Miller also has published over 25 journal articles and made over 60 professional presentations related to her own research, training, and service interests in the fields of Education and Research Administration, and she has received grants totaling over $1.6M from governmental and private agencies, including the U.S. Department of Education and, most recently, the Jesuit Foundation.

Dr. Miller served as the Editor of The Journal of Research Administration from 1995 to 2001 and was awarded the Hartford-Nicholsen and the Mid-west Section’s Founders Awards by the Society of Research Administrators International (SRA) in 1998.  She currently is designated one of SRA’s Distinguished Faculty (2002—2007) and was elected to one of the six at-large board positions of the Society in 2006. She will become the President-elect of SRA in October of 2007.

Carmen Silva

In 1989, Carmen Silva joined USF as the Administrative Assistant to the VP for Student Affairs.  From 1990 to 2003, she served as Assistant to the Provost, helping coordinate and administer the Jesuit Foundation grant awards process from its beginnings in 2000.  In 2004, Carmen was appointed as Assistant Director for USF’s first Office of Sponsored Projects. She has presented, with OSP Director Pam Miller, to national research administration conferences on “Starting a Sponsored Projects Office from Scratch” and “Going It Alone.”  Carmen is a member of CUR (Council on Undergraduate Research), NCURA (National Council of University Research Administrators) and the Northern California Wagner Society. She came to USF from the California Institute of Technology (Caltech) where she helped administer offices and laboratories for Leon Silver, the geochemist who trained the Apollo astronauts in geology so that they would know what rocks to collect on the moon’s surface; and served as an Administrative Assistant for Edward Stone’s Space Radiation Lab which received millions of dollars annually in federal grants.  Carmen was one of the few people to see the first photos of Uranus as Dr. Stone was also chief P.I. of the Voyager I & II programs. She holds a BA in English Literature from USF and studied one year in the Graduate English Literature program at San Francisco State University.  Carmen is interested in literature (English, Russian, and Latin American), writing, opera, classical music, classical ballet, film, and photography.
