OSP Blueprint   

PURPOSE

To enhance the research, training, and service missions of the university through sponsored projects.

OBJECTIVES

Communication 

      Disseminating information on funding opportunities to USF faculty and staff. 

       Notifying the Associate Provost and college representatives of potential proposal submissions by USF faculty and staff. 

       Clarifying programmatic issues at the proposal stage and negotiating terms and conditions of award/contracts with funding agency personnel. 

       Reporting proposal submissions and awards received by PI/Department/College on a monthly/semester basis. 

       Reporting annual proposal submission and funding data by PI, Department/College, type of funding agency, and type of project. 

            Reporting funded projects to the University Advancement Office. 

Coordination 

            Serving as the POC for the submission of proposals, receipt of awards, award/contract negotiation, establishment of sponsored project accounts, and re-budgeting approval. 

       Facilitating signature approval process for proposal submission and acceptance of awards.

       Assisting with the duplication and distribution of proposals according to agency guidelines. 

       Serving as a liaison between and among faculty and staff and other administrative offices/committees on campus on issues related to sponsored projects. 

       Working with colleges to encourage interdisciplinary and multidisciplinary project teams in response to external funding opportunities.

       Working with institutional and college representatives to facilitate inter-institutional partnerships in response to external funding opportunities.

Competitiveness 

       Assisting faculty and staff to interpret funding agency aims, guidelines, and requirements. 

       Helping faculty and staff refine proposal ideas in response to funding opportunities. 

       Reviewing and editing (on request) proposals for responsiveness to agency priorities and requirements. 

       Assisting faculty and staff develop accurate, programmatically responsive project budgets that comply with college/institutional policies and procedures. 

       Conducting/arranging workshops and informal training sessions on emerging funding trends/opportunities and other skill sets related to sponsored project development and administration. 

       Representing project ideas proposed by USF faculty and staff to appropriate funding agency personnel. 

       Developing on campus and off campus opportunities for USF faculty and staff to meet and discuss project ideas with funding agency personnel. 

Compliance 

       Ensuring all proposals comply with college/institutional priorities, policies, and procedures prior to submission. 

       Facilitating PI/project compliance with human subjects, animal care, conflict of interest, biological hazard/radiological control requirements. 

       Evaluating the terms and conditions of all awards and contracts received for compliance with college/institutional requirements and relevant state and federal laws. 

       Ensuring all contracts and subcontracts developed between and among USF and other legal entities comply with college/institutional requirements, state and federal laws, and the provisions of the prime award/contract. 

       Facilitating college/institutional signature approvals of all award conditions prior to the acceptance of an award.
