The University of San Francisco partners with many off-campus agencies to provide meaningful work experiences to our students through the Federal Work-Study program.
The office of Student Employment coordinates off-campus Work-Study employment with qualified employers. If you are interested in participating in the University's Work-Study program or would like to advertise a job, please download the documents listed below and return all the documents in the check list of items to return.
The Federal Work-Study (FWS) program assists students in meeting their educational expenses while gaining meaningful work experience. FWS is offered to students with high financial need as part of their financial aid award package. Under the FWS earnings, a portion of the student’s earnings are subsidized by the Department of Education. FWS students may work off-campus for government, private non-profit or public interest agencies.
Sponsoring agencies are required to pay a share of the program cost, which includes 50% of the student’s FWS earnings and the cost of Worker’s Compensation and employer taxes (e.g Medicare and F.I.C.A). Students are considered employees of the University; accordingly, the University will collect work authorization documents, distribute pay checks, and provide W-2 tax forms to the student at the end of each calendar year. Agencies are billed for their portion of the cost at the conclusion of the FWS assignment. In order to participate in the program, agencies must complete a FWS application, sign the FWS agreement, and submit additional employment-related forms.
Before a student may begin work, all required agency documents must be on file and the student must be cleared to work off-campus by the University. Upon selecting a candidate for a position, the agency must collect a work authorization form from the Student Employment Office. Students may continue working until they have earned the full amount of their FWS award. After the FWS earning allowance has been exhausted, the agency may choose to employ the student directly.
Off-campus agencies must meet the following criteria:
Off-campus employers who are not able to meet the above criteria may contact the USF Career Services Center to post a job.
- The agency must be a public or private non-profit organization as certified by the IRS and the Franchise Tax Board.
- The function of the organization and the job being offered to the Work-Study recipient must be performed in the public interest and be of benefit to the community at large.
- Employment through the Work-Study Program cannot displace employed workers or impair existing contracts for services.

FWS-eligible off-campus positions may be posted on the Student Employment job board. To remove your posting, please send an email request to firstname.lastname@example.org. Please keep a copy of your listing, as deleted postings cannot be recovered.

- Hiring Off-campus agencies must select their own candidates for a position.
- Work Clearance Form: To verify that a student has been offered a Federal Work-Study award and the amount of the award, request a copy of a work-clearance form from the student.
- Work Authorization Form: After selecting a candidate for the job, complete the bottom portion of the work clearance form to the Student Employment Office. (You may fax this form to 415-422-2203). Upon verifying that all agency documents are on file, the Student Employment Office will then issue an off-campus work authorization to the student. This form must be signed by the student, the agency, and the Student Employment Office before the student may begin working.
- Time sheets: In order to be paid, students must submit a paper time sheet to the Student Employment Office by 4:30 pm on the time sheet due date for each payroll cycle. The time sheet must be completely accurately and in full, and be signed by both the student and the agency supervisor. Incomplete time sheets will be returned to the student and may result in a delay in pay.
- Student employees may work no more than 25 hours per week.
- Student employees are entitled to a paid 15-minute break period for each four hours of work.
- By law, the student may work up to six hours straight without a lunch/dinner break, however, if no lunch break is taken, the student must leave the premises and not return that day. If the student is scheduled to work more than six hours in a given day, then a minimum one-half hour lunch/dinner break must be taken no later than five hours after starting time. This break period is without pay.
