Biographical Note:
Professor Garvey served on the U.S. Senate staff and as Special Assistant to
Senator George McGovern for his presidential campaign. He was a Visiting Scholar
at Harvard Law School and a Fellow of the Graduate Institute of International
Studies, Geneva. He has been a Parker Fellow at University of Sidney Law School,
Australia, and the East China Institute of Politics and Law, Shanghai. Professor
Garvey was a Fulbright Senior Specialist at the University of Rio de Janeiro,
Brazil, and a lecturer at the Institute of International Public Law and International
Relations in Greece and at Ho Chi Minh University in Vietnam.
