ICEL Student Handbook
The Institute for Catholic Educational Leadership (ICEL) is designed to make a unique and significant contribution to the leaders, educators, students and parents who value Catholic and private education.
ICEL's mission is threefold: to offer a scholarly educational program relevant for Catholic and private school personnel, to build a sense of community among the students and faculty who pray together and serve others, and to prepare highly competent, effective, and dedicated educators for Catholic and private schools.
Catholic schools offer an alternative education in a pluralistic society; they must be as strong as public schools if true democracy, which is dependent on an educated citizenry, is to survive. Because Catholic schools do not have the finances, the resources, nor the enrollments of their public school counterparts, their strength must come from excellent preparation and dedicated personnel. It is the University of San Francisco's goal to ensure both through its Institute for Catholic Educational Leadership.
Announcing Our New Director
USF and the School of Education are excited to welcome
Rev. Stephen Katsouros, S.J. as the new Director of ICEL.
Fr. Katsouros, who has an impressive educational background and a strong background in private and Jesuit education, joins us having served as president of New York’s Loyola School for the past nine years. He entered the Society of Jesus 1987 and was ordained a Jesuit priest in 1998. Since ordination, Fr. Katsouros has been assigned to many leadership positions and has served on several boards, including
serving as president of the Guild of Independent Schools of New York City.
“Both through his recent research and stellar practice, Dr. Stephen Katsouros brings a fresh perspective and a wealth of experience to ICEL, the School of Education, and the University of San Francisco.
We welcome such an esteemed Jesuit, grounded in the tradition of Catholic education, who possesses a national vision and practical perspective on advancing Catholic schools.”

Fr. Katsouros holds a B.A. in English from the University of Maryland, an M.S. in Reading from Fordham University, an M.A. in Philosophy from Loyola University in Chicago, an M.Div. From the Weston Jesuit School of Theology, an Ed.M. in Organizational Leadership from Harvard University and an Ed.D. from Teacher’s College at Columbia University. His doctoral research focused on the characteristics of effective, high-performing boards of trustees.
As ICEL director, Fr. Katsouros hopes to continue to provide community and support for Catholic educators in the Bay Area and beyond. His goals include analyzing the current landscape of Catholic education and to use that knowledge to identify and create new courses that meet current needs.
“Jesuit founder St. Ignatius Loyola said that Jesuits should be involved in education ‘to influence those who will influence others,’” said Fr. Katsouros. “It is a pleasure to direct ICEL, a program of great influence that identifies, develops, and supports the leaders and influencers of Catholic education.”
