Calvin received his B.S. in Interdisciplinary Social Science
from San Francisco State and his M.A. in Political Science from
Makerere University College, Kampala, Uganda. Welch has served on
various city task forces and advisory committees on issues ranging
from affordable housing, to financing to living wage. He has also
served on either the campaign committees or as campaign manager of
a number of citizen initiatives including the 1976 District
Election Campaign, the 1986 growth limitation measure, Proposition
M, the 1994 Proposition A $350 million Seismic Safety Bond, the
1996 Proposition A $100 million Affordable Housing Bond, the 2000
Proposition L "Campaign to Save San Francisco", the 2002 $250
million Proposition B Affordable Housing Bond Campaign, the 2008
Proposition B Affordable Housing Set-Aside and Prop N. Transfer Tax
increase campaigns and the 2010 Prop. N Transfer tax increase
campaign (a second one). He currently sits on the Board of the
Haight-Ashbury Neighborhood Council (HANC) and is Chair of the
Kezar Stadium Advisory Committee.
