Download and complete a Certification of Finances. All international students who wish to study in the US must show evidence of guaranteed funds to support their tuition, fees and living expenses for 1 year. If these funds will be provided by a person other than the student, the Certification of Finance form must be signed by the sponsor and submitted with a bank letter or monthly account statement showing the proper amount of funds as indicated on the USF Certification of Finance form.
Send in supporting documents as required by your program (i.e., sealed transcripts, letters of recommendation, certificate of finance, test scores, statement of purpose, resume, etc.). Official transcripts must be translated into English by an official translator. Include your official TOEFL score. Submit the application fee of $55. You may pay by credit card with the online application or submit an international bank draft through the Bursar's Office. In order to expedite your application process we suggest you gather your supporting documents and submit them with your application.
You will receive an email stating that your application has been received.
Within approximately two weeks you will receive a USF ID# and notification of any missing application requirements.

Once the application is complete, the program department will review it.
After the department reviews your complete application, you will be notified of the decision by regular mail. If accepted and all other documents like the Certification of Finances are in order, an I-20 form will be mailed to you.
Obtaining an I-20 for Graduate School
The I-20 is used to apply for an F-1 student visa. International students are encouraged to submit a completed application a minimum of three months prior to the start date of their program to ensure a sufficient amount of time for I-20 processing.
Common reasons an I-20 may be delayed
Insufficient funds (see certification of finances).
SEVIS (Student & Exchange Visitor Information Systems) record must be released from another U.S. school and transferred to USF.
Clarification needed of a student?s current immigration status (example: application shows a local or U.S. address as current).
No foreign address listed (this is required information).
Questions/discrepancies related to citizenship or permanent residency (e.g., marked incorrectly on application, recently filed for permanent residency through marriage).
Dependent information not provided (eg., not providing legal name, birth date, birth country, citizenship country, relationship to applicant - spouse, daughter etc.)
Estimated Certification of Finances Requirements for the 2008-2009 Academic Year
The certification of finances is required of International Students by all U.S. schools in order to show evidence that the student has enough money to pay for tuition, fees and living expenses. The student or sponsor must sign the certification of finances form and also provide an official bank letter or official account balance showing at least the required amount depending on the program.
The TOEFL exam is required of International students by all U.S. schools with a few exceptions. The TOEFL code for USF is 4850. The following table shows the minimum requirements for each school. When taking the TOEFL test, please indicate the USF school code 4850 so that the test score will be sent directly to USF. USF also accepts the IELTS (International English Language Testing System).
