EPAF Information

 **When submitting EPAFs, please be aware of the EPAF Submission Schedule to help ensure timely and accurate payroll for employees.

2012 San Francisco Minimum Wage Increase    

Effective January 1, 2012 the San Francisco city minimum wage will increase $0.32, from $9.92 per hour to $10.24.  At USF, this change will impact student employees, some temporary staff and their respective supervisors. 

Supervisors:

By Tuesday, December 6th, every approver of a student Etimesheet will receive an email listing of their student employees and their corresponding hourly rates.  Each Etimesheet approver should review the hourly rates for their student employees.

For students whose hourly rate falls below the new minimum hourly rate of $10.24, the Payroll department will automatically increase these rates so that they are in compliance with the new minimum wage requirement. Supervisors are free to submit EPAFs to adjust their students' hourly rates of pay by the stated EPAF deadline(s), provided that the new rates meet the new minimum wage requirement.  

Additionally, any student currently assigned any step value (from 1 – 42) will see their hourly rate automatically increase $0.32. All automatic rate increases will be effective December 21st, 2011.  To review an updated step rate table detailing the new hourly rates corresponding to each step value, please click here. 

Once the Payroll department has run the process to increase the student’s hourly rate to the new hourly minimum of $10.24, a verification of the hourly rate change will be sent to each Etimesheet approver by January 5, 2012

EPAF "Freeze":

To provide the Payroll Department time to perform year-end maintenance and process the minimum wage increase, we will be temporarily shutting down access to the EPAF system beginning at 5 p.m. on Friday, 12/16; with the EPAF system reopening at noon on Tuesday, 12/20.  This means that all pending EPAFs must be approved by the 5 p.m. deadline on 12/16.

Work Clearances 

Please note that once again all students intending to work in the 2011-2012 academic year must obtain a work clearance from One Stop prior to the submission of the EPAF for that assignment.  For more information about work clearances and the student employment process, please visit the Student Employment webpage or contact Student Employment (x6770).

 EPAF Troubleshooting Guide

Distribution Organizations 

Effective 11/17/08, we have implemented a new protocol for paycheck and pay advice distribution, which will in turn mean a change in the way EPAFs are submitted.

Detailed Instructions  

In the past, we have asked EPAF users to enter the department "Org" code (e.g. 541001) in the Distribution Organization field and the value "1" in the Home Organization field. We have developed new Check Distribution #'s (e.g. P5411), which should make our paycheck distribution more effective, and we ask that you now enter these new Check Distribution #'s in the Distribution Organization field.

Default EPAF Approvers 

Effective immediately:

Please list Greg Cannella (username = gfcannella) as the default approver at the "40 - HR (Benefits/Compensation)" level for all staff and faculty EPAFs.

Please list Mike Holmes (username = mdholmes) as the default approver at the "60 - E-PAF" level for all EPAFs.

Melissa Takahashi-Brooks (username = takahashi) will be taking over responsibilities as the approver at the "90 - Payroll" and "99 - Final Applier" levels for all EPAFs submitted on the Monthly (MO), Semi-Monthly (SM), and Semi-Monthly Hybrid (SH) payrolls.

EPAFs for student employees should continue to list Reuben Concepcion (username = concepcion) at the "90 - Payroll" and "99 - Final Applier" approval levels.

Timesheet Organization Numbers  

When submitting an EPAF for an employee, the EPAF Originator should enter the employee's approver and timesheet organization number in the Comments field of the EPAF form. The EPAF form will include a separate field to enter the employee's timesheet organization number. Please enter the approver name in the Comments field so that HR can ensure that the approver matches the timesheet organization number. The approver can be someone other than the supervisor, if desired by the supervisor.

EPAFs for Self and/or Family Members 

Please note that EPAF admins should not submit any EPAFs to affect their own or a family member's personnel record. Any EPAF that an employee submits for themselves or a family member will be returned with a request that the EPAF be voided.
